  1. Roles and Responsibilities

  • Manage and coordinate all social commitments of the Project in accordance with Project ESIA, ESAP, RAP, CDP and relevant ESMs.
  • Lead the planning and budgeting for all community relations and stakeholder engagement activities, under the direction of the E&S Manager.
  • Support and coordinate project‐specific consultation and engagement programs as well as local community events.
  • Develop and maintain regular communications tools, grievance mechanisms and relevant action plans.
  • Build and maintain stakeholder relationships to continuously improve relationships, develop outreach to facilitate community interaction and seek mutually beneficial solutions in community initiatives.
  • Present information on relevant activities of the company to appropriate organizations, communities, and other stakeholders as required.
  • Track issues, concerns, and interests identified by communities and other stakeholders for appropriate follow‐up.
  • Provide support to any external consultants or other parties appointed to conduct specific community relations or stakeholder engagement related tasks for the Project.
  • Maintain applicable environmental and social records as required by the ESMS (e.g. incident registers, NCR reports, corrective action reports, grievance register.
  • Ensure monitoring programs are implemented by qualified personnel and report the results to the Project management for review and as a basis for continuous improvement.
  • Display and monitor site bulletin boards to ensure they remain ‘live’ and ‘up to date’ with relevant social information.
  • Coordinate, plan, formulate social induction training to all project personnel (including subcontractors) as well as regular toolbox talk environmental training sessions.
  • Act as point of contact for any sub-contractor about social issues.
  • Ensure that each sub-contractor is aware, compliant and implements the requirements of the ESMPs.
  • Review subcontractor’s personnel, qualifications, competency, and social performance and
  • Undertake regular internal ESMS audits to assess compliance and implement corrective & preventative actions – audits are to include all subcontractors at the project.

  1. Minimum Competency Requirements

  • Degree in social sciences, environmental sciences, economics, rural development or equivalent.
  • Minimum 4 years’ experience in heavy industrial projects as community relations or social manager.
  • High Proficiency in the usage of computers and appropriate Microsoft Office software’s such as; Access, Project, Excel, Word, PowerPoint.
  • Experience and demonstrable ability to lead & manage staff.
  • Experience and demonstrable ability to report to senior management.
  • Experience or demonstrable ability to engage with project stakeholders (e.g. communities and others)
  • Ability to communicate effectively in Uzbek and English (as a minimum) and desirably other languages applicable to the project.
  • Experience of developing (all or parts of e.g. aspects/impacts, management plans) and/or implementing ESMS on at least one (1) project that was financed by an Equator Principles Financial Institution, Multi-Lateral Financial Institution, OECD Country Export Credit Agency or other lender requiring IFC Performance Standards alignment.
  • In-depth knowledge of the IFC Performance Standards and/or other similar lender requirements (e.g. Equator Principles, EBRD Performance Requirements).
