ENERSOK Foreign Enterprise LLC a Project Company funded by the following sponsors: Electricité de France (EDF), Nebras Power, Sojitz Corporation and Kyuden International. ENERSOK is in charge of the construction and operation of the Syrdarya 2, Combined Cycle Gas Turbine (CCGT) Project (the ‘Project’), a new gas fired Independent Power Plant (IPP) with a power generation capacity close to 1,600 MW.

The Project site is located approximately 10 km west of Bekabad and right next to Shirin, in the Syrdarya region in Eastern Uzbekistan (150 km from Tashkent).

The anticipated schedule for the Project is 39 months (NTP issued in March 2023) for construction and 25 years of operation.

The selected EPC Contractor is Harbin Electric International Company (“HEI”).

Main Purpose of Role – Key role and responsibilities:

ENERSOK are seeking Lead Chemist for Operation, whose primary role is to properly manage Operation for the equipment associated with the Syrdarya CCGT Project in Uzbekistan.

To support the Operation Manager to ensure that the construction, commissioning and operation phase of the Power Plant are managed in a manner which is aligned to good industry international practice (GIIP) for the sector, the shareholders and compliant with the laws and regulations of Uzbekistan and international standards. Main activities will be:

  1. In conjunction with the Operation Manager and Chemistry Technician, managing, overseeing, and monitoring daily operations, including Chemistry control, Water Quality Management and Chemical analysis.
  2. Mastering technical, economic and environmental performances.
  3. Establish routine work planning and schedule (daily, weekly, monthly).
  4. Monitoring and control of Chemistry operation parameters and providing daily reporting.
  5. Leading and directing the work of Chemistry Technician and coordinating activities in relation with Shift Operators and Maintenance team.
  6. Ensuring effective water and steam cycle chemistry control and treatment, including the management of feedwater, cooling water, wastewater, and the handling and storage of chemicals.
  7. Participate in the recruitment of Chemistry Technician during the mobilization phase and later during the operation period when recruitment is needed.
  8. Organize the necessary training actions to develop and maintain the skill levels of staff needed to meet or exceed performance expectations.
  9. Ensure compliance with operational and safety procedures, including plant start-up/shutdown, normal and abnormal operations in accordance with the O&M manual, OEM recommendations, and LTSA contract.
  10. In conjunction with the operation and maintenance team, establish the repair workflow in case the equipment finds any malfunctions.
  11. Manage all control and analysis of power station chemistry in a timely and accurate manner, requiring feedback on all work carried out in the plant by the operation and maintenance team.
  12. Use CMMS to plan, track, and record chemical operation and maintenance activities, ensuring efficient management.
  13. Manage and procure suitable equipment for chemical analysis in the laboratory.
  14. Report and maintain comprehensive records of chemical parameters, consumption, and activities
  15. Review and complete O&M manual provided by EPC.
  16. Follow up on Punch list which generated during construction phase.
  17. Provide support for visits undertaken by Consortium staff, shareholders, lenders, and any of their consultants.

The Lead Chemist is working closely with Operation manager, Chemistry Technician, Operators, Maintenance team and Construction team and the EPC Contractor, to ensure that the Power Plant is safely and stably operated with adequate consideration for technical matters.

The role is 100% site based.

Skills / Competencies:

  • Chemical and Safety skills: Expertise in the operation and optimization of chemical processes, ensuring adherence to safety standards.
  • Troubleshooting: Strong ability to diagnose and resolve chemical issues efficiently.
  • Chemical Philosophy: Understanding chemical approaches and best practices for CCGT projects.
  • Communication Skills: Excellent verbal and written communication skills, with the ability to interact effectively at all levels of the organization.
  • Process-Focused and Outcome-Oriented: Ability to balance process adherence with achieving desired outcomes.

Collaborative Approach: Ability to work effectively in a team environment and collaborate with various stakeholders.

Experience, Knowledge & Qualifications:

  • Requires a bachelor’s degree and at least 10 years’ experience in the thermal power plant field and 3 years of experience in the required position or similar
  • Proven ability to minimize thermal power plant operating costs through effective planning
  • Demonstrated ability to lead a work team
  • Proficient knowledge in thermal power plant operation: performance control, operating procedures efficiency, organization assessment, operating personnel assessment, equipment and persons safety/security, rules & instructions
  • Demonstrated ability to effectively communicate in English (written and verbal) at all levels of the organization. Another language would be a plus.

Notions of Russian / Uzbek are strong assets.
