ENERSOK (a Project Company funded by Electricite de France (EDF), Nebras Power, Sojitz Corporation and Kyuden International ‘the Sponsors’) is proposing the construction and operation of the Syrdarya Combined Cycle Gas Turbine (CCGT) Project (the ‘Project’), a new gas fired Independent Power Plant (IPP) with a power generation capacity of 1,600 MW.

The Syrdarya CCGT Project is located in Boyovut district, Syrdarya region, Uzbekistan.

ENERSOK are seeking Shift Charge Engineer (SCE) for Operation, whose primary role is to properly manage Operation for the equipment associated with the Syrdarya CCGT Project in Uzbekistan.

Key role and responsibilities:

To support the Operation Manager to ensure that the construction, commissioning and operation phase of the Power Plant are managed in a manner which is aligned to good industry international practice (GIIP) for the sector, the shareholders and compliant with the laws and regulations of Uzbekistan and international standards. Main activities will be:

  1. In conjunction with the Operation Manager, managing, overseeing, and monitoring daily operations, including the control and optimization of equipment performance.
  2. Mastering technical, economic and environmental performances.
  3. Establish routine work planning and schedule (daily, weekly, monthly).
  4. Monitoring and control of operation parameters (energy, fuel, water, …) and providing daily reporting.
  5. Leading and directing the work of Control Room Operator and Field Technician in the shift and coordinating activities in relation with Maintenance team.
  6. Participate in the recruitment of the operation team staff during the mobilization phase and later during the operation period when recruitment is needed.
  7. Organize the necessary training actions to develop and maintain the skill levels of staff needed to meet or exceed performance expectations.
  8. Ensure compliance with operational and safety procedures, including plant start-up/shutdown, normal and abnormal operations in accordance with the O&M manual, OEM recommendations, and LTSA contract.
  9. In conjunction with the maintenance team, establish the repair workflow in case the equipment finds any malfunctions.
  10. Coordinate and communicate effectively with the grid operator, fuel supplier, and off-taker, fostering strong relationships with all parties.
  11. Ensuring water chemistry control and water treatment including feedwater, cooling water, wastewater, handling and storage of chemicals.
  12. Manage all operation work adequately in time and form, requiring feedback on all work carried out in the plant by Operation team.
  13. Use CMMS to plan, track, and record operational activities, ensuring efficient management.
  14. Storage all records for Operation works.
  15. Review and complete O&M manual provided by EPC.
  16. Follow up on Punch list which generated during construction phase.
  17. Provide support for visits undertaken by Consortium staff, shareholders, lenders, and any of their consultants.

The Shift Charge Engineer is working closely with Operation manager, shift operators, Maintenance team and Construction team and the EPC Contractor, to ensure that the Power Plant is safely and stably operated with adequate consideration for technical matters. The role is 100% site based.

Skills / Competencies:

  • Technical skill: Expertise in the operation and optimization of heat rate, ensuring maximum efficiency and performance.
  • Troubleshooting: Strong ability to diagnose and resolve technical issues efficiently.
  • Operational Philosophy: Understanding of operational strategies and best practices for CCGT projects.
  • Communication Skills: Excellent verbal and written communication skills, with the ability to interact effectively at all levels of the organization.
  • Process-Focused and Outcome-Oriented: Ability to balance process adherence with achieving desired outcomes.

Collaborative Approach: Ability to work effectively in a team environment and collaborate with various stakeholders.

Experience, Knowledge & Qualifications:

  • Requires a bachelor’s degree and at least 10 years’ experience in the thermal power plant field and 3 years of experience in the required position or similar
  • Proven ability to minimize thermal power plant operating costs through effective planning
  • Demonstrated ability to lead a work team
  • Proficient knowledge in thermal power plant operation: performance control, operating procedures efficiency, organization assessment, operating personnel assessment, equipment and persons safety/security, rules & instructions
  • Demonstrated ability to effectively communicate in English (written and verbal) at all levels of the organization. Another language would be a plus.

Notions of Russian / Uzbek are strong assets.
