Reports to: CIO

Collaborates with: Chief Digital Officer

Team size: ~80 people (analysts, developers, testers, UX; support team is managed separately)

Role Objective

To manage the IT unit responsible for digital customer channels (mobile banking, online banking, BaaS platform) development. Ensure successful implementation of the digital strategy, coordination of change initiatives, delivery of high-quality digital products, and sustainable system operations in collaboration with architecture, infrastructure, and support functions.

Responsibilities:

1. Management of the IT development unit:

  • Lead the end-to-end IT team covering business analysis, software development, testing, and UX.
  • Control delivery scope, timelines, budget, and release quality.
  • Manage third-party vendors where applicable.

2. Digital Product Development

  • Co-develop mobile and online banking, BaaS platform with business stakeholders.
  • Deliver business functionality including:

o product onboarding and lifecycle servicing;

o billing, payments, loans, deposits, cards, subscriptions and other digital services;

o customer dashboard, widgets, landing pages;

o full customer journey orchestration.

o APIs for offering banking products and services through partnerships

  • Ensure system stability, scalability, and alignment with enterprise architecture.

3. Collaboration with Architecture, Security, and Infrastructure

  • Align solutions with enterprise architecture; participate in governance processes.
  • Address information security, legal, and regulatory constraints.
  • Coordinate with infrastructure teams on environment management, performance, CI/CD, and monitoring.

4. Handover and Coordination with Support (Run)

  • Ensure proper handover of new solutions into support, including documentation and
  • Work with support teams on SLA management, incident resolution, and change implementation.
  • Participate in problem reviews and systemic root cause analysis.

Candidate Profile:

  • 5+ years of IT leadership experience (team size 30+), preferably in banking or fintech.

  • Proven experience in delivering digital platforms (mobile, online banking, API gateways).

  • Understanding of SDLC, DevOps, architecture and security alignment.

  • Strong stakeholder and vendor management skills.

  • Structured, result-oriented, and comfortable working in transformational settings

  • Languages: English- B2 or higher.

  • Experience in interacting with processing and payment systems such as Tieto, UZCARD, HUMO, MUNIS and Paynet will be an advantage.
