Обязанности:

The Construction Specialist will be responsible for the following tasks to ensure high-quality implementation of the infrastructure-related activities under the Project:
Development and Review of Technical Guidelines:
- Develop technical manuals, including best-practice design templates for preschool facilities, incorporating energy efficiency and compliance with local construction standards.
- Ensure that technical documents meet legal requirements, especially those related to health, safety, and environmental standards.
- Create user-friendly guidelines and checklists to assist PMU staff and contractors in monitoring construction activities.

Training and Capacity Building:
- Design and conduct training programs for PMU staff, contractors, and other stakeholders to enhance their skills in quality control, contract management, and compliance with construction standards.
- Provide on-the-job training and guidance to engineers and technical staff involved in project implementation.

Coordination with Stakeholders:
- Collaborate with government authorities to ensure project designs comply with local construction norms (SNiP) and standards.
- Assist contractors and design institutes in resolving technical inconsistencies during project implementation.

Quality Assurance and Supervision:
- Implement a robust quality assurance mechanism for all construction stages.
- Conduct regular site inspections to ensure adherence to approved designs, specifications, and safety standards.
- Supervise the preparation and validation of bills of quantities (BoQs) and cost estimates to ensure their accuracy and cost-effectiveness.

Monitoring and Evaluation:
- Develop methodologies for technical audits and monitoring tools for tracking construction progress.
- Coordinate with the PMU Monitoring and Evaluation Specialist to analyze progress reports and implement corrective actions as needed.

Grievance Redress Mechanism (GRM):
- Monitor and address grievances related to construction activities, ensuring timely resolution and proper documentation of corrective actions.

Reporting and Documentation:
- Prepare and submit detailed technical reports, progress updates, and audit summaries to the PMU Coordinator.
- Ensure all construction-related documentation is accurate, complete, and filed in accordance with project requirements.

Education:
- University degree in civil engineering, construction management, or a related field.

Experience:
- At least 5 years of professional experience in construction, contract management, or infrastructure development.
- Experience in educational or public infrastructure projects is an advantage.
- Prior experience with projects financed by international financial institutions (e.g., IsDB, World Bank) is preferred.

Skills:
- Proficiency in construction quality assurance processes and contract management.
- Excellent organizational and communication skills.
- Proficient in developing technical manuals and guidelines.

Languages:
- Working proficiency in Uzbek/Russian is mandatory.
- Knowledge of English is an advantage.

Computer Skills:
Proficiency in MS Office applications.
- working hours: 9 a.m. to 18:00 p.m.
- should be ready for business trips
