Deputy director

• The scope of the services required by the Deputy Director will include:

• IT Architecture and Standards:
  1. Lead the design and implementation of robust and scalable IT architectures for DHMU's digital health projects.
  2. Establish and maintain architectural principles, guidelines, and standards to ensure consistency and interoperability across all IT systems and projects.
• Technology Evaluation and Implementation:
  1. Evaluate and select appropriate technologies and tools, staying abreast of emerging trends in healthcare IT.
  2. Implement innovative solutions to meet DHMU's evolving needs, ensuring compliance with relevant security standards and regulations.
• Project Management and System Integration:
  1. Oversee the implementation of digital health projects, ensuring adherence to timelines, budgets, and quality standards.
  2. Integrate various digital health systems and platforms to ensure seamless data exchange and interoperability.
• Data Management and Security:
  1. Develop and manage data standards for healthcare data, ensuring consistency and accuracy across different systems.
  2. Implement and manage security controls to protect the confidentiality, integrity, and availability of data within the digital health ecosystem.
• Technical Support and User Training:
  1. Provide technical guidance and support to project teams and stakeholders.
  2. Develop and implement training programs to enhance the digital literacy and skills of healthcare professionals and DHMU staff.

• The successful offeror shall meet the following minimum qualification criteria. Not meeting these criteria automatically leads to disqualification from the recruitment process:

• Master’s degree in relevant field.
• Minimum 10 years of experience in the healthcare sector, including at least 5 years of experience in implementation and management of digitization projects.
• Fluency in written and spoken English, Uzbek, and Russian.

• EVALUATION CRITERIA:

  General qualification:

• Master's degree in Computer Science or System Automation Management (holding additional professional education or advanced training programs in relevant fields is beneficial).
• Years of experience in implementation and management of digitization projects in the healthcare sector.
• Good command of at least one programming language (e.g., C, C++, Python, Go).
• Knowledge of the principles of operation of popular databases (e.g., MySQL, PostgreSQL, Apache Cassandra, MongoDB).
• Knowledge of the hardware structure of equipment for various operating systems (e.g., iOS, Android, Windows, Linux, macOS).
• Knowledge of API principles and experience in system integration.

• Other experience:

• Experience in identifying current threats to the security of personal data during their processing in personal data information systems.
• Experience in countries with healthcare systems facing similar challenges, such as transitioning from paper-based to digital systems, dealing with resource constraints, and implementing large-scale digitization projects in public healthcare. This includes working in environments with a centralized healthcare structure, where government-driven initiatives are key to driving digital transformation, similar to the healthcare system in Uzbekistan.

• Other skills:

• Additional professional education or advanced training programs in software system architecture modeling.
