Responsibilities:
- Health & Safety (H&S)
- Reporting on H&S issues;
- Weekly H&S/maintenance assessment (H&S ‘walk-round’);
- Manage H&S/maintenance ‘help desk’ - assess, prioritize, action, check work done
- Management of all emergency resources and supplies;
- Ensuring all use of the site (including non-WIST bookings) have adequate risk assessment and health & safety awareness in place;
- Handle the repair and maintenance works of furniture, fixtures, facilities, utilities etc.

2. Quality Assurance
- In liaison with the clerk of works, ensure that job lists are monitored by the team and action taken to complete all jobs in a timely fashion;
- Work alongside the clerk of works to insist on quality from all contractors who may be employed on the WIST site.

3. Communication and Liaison
- Advise the Business Manager on all matters connected with properties and site;
- Liaise with Business Manager on the renovation and building on the site including a rolling program for painting and furniture replacement;
- Liaise with the Resource Officer and Business Manager on the management of the site, purchasing and the employment of suitable contractors;
- Ensure all staff are aware of the health & safety requirements on the site;
- Work with non-teaching staff to ensure they are aware of all expectations regarding safety and emergency arrangements;
- Promote a positive profile of the WIST vision to staff, pupils, parents and the wider community;
- Work with the resource manager to ensure all purchasing is in line with WIST financial policies;
- Liaise with the clerk of works, the caretaker, the resource manager and all other ground and administrative staff to ensure the quality of classroom and playground provision for the children is as high as possible.

4. Facilities oversight
- Be the point of contact for anyone wishing to use the WIST site outside of normal school hours ensuring they have completed booking forms, health & safety risk assessments and that they know the expectations involved with using the site;
- Ensure sports facility management (Astroturf care) and their health & safety;
- Logistical support for events in liaison between staff leading an event and ground staff;
- Managing site booking during non-school hours;
- Ensuring that all site use is safe and does not restrict the day-to-day operation of the WIST.

5. Procurement
- To work with Resource Officer to ensure stock management and provide procurement advice on equipment;
- Prepare proposals and recommendations for purchase approval.

6. Fire Safety
- Install fire safety equipment such as extinguishers, hydrants in the fire sensitive areas and ensure they are in workable conditions;
- Ensure fire safety related signs and notices are posted correctly for awareness;
- Maintain relationships with related organizations in Tashkent.

7. Construction, repair and maintenance
- Manage the entire works for new construction of building and school facilities following the procedures prescribed in financial rules/by-laws of the WIST;
- Listing, prequalification and handling of quotations, biddings/Tenders for selection of builder/ contractor for new construction;
- Supervision of construction works and recommend for partial payment for work-in-progress in line with contracts.
- Experience of budget management, procurement and cost control and prioritizing and managing a complex workload;
- IT literate including experience of Microsoft Office;
- Excellent knowledge of Uzbek, Russian (writing, reading and speaking);
- Significant experience in estate/operations management;
- Flexibility in taking over new responsibilities when required;
- Ability to work under pressure and deliver to specific deadlines;
- Excellent organizational and time management skills with the ability to prioritize tasks, work on one's own initiative and react appropriately to competing demands;
- Full-time, 5 days working week from 8:00 till 17:00
